The contact and communication scenario has a much broader impact. This time it's all about contact and communication between governments and extraterrestrials. The USA , for instance, met with other alien species and goes as far as saying; "a formal treaty was signed between them." Is there any truth in this??
Ufologists and many others in the heydays of the UFO Phenomenon, that's in the days of Orson Welles' Wars of the Worlds ( 1938), Kenneth Arnold's sighting of 9 flying objects ( 1947) followed by a surge of sightings, the Roswell Incident in 1947, numerous reports of crashed UFO's, recovery of aliens, suspected a government conspiracy to cover up essential UFO and alien information and even contact and communication with the latter.

An additional alien craft had exploded but nothing was recovered from that incident. From Milton William Cooper's "The Secret Government" the recovery of a great number of crashed alien ships with dead alien bodies and one living alien evolved into secret classifications and a series of projects.The US Air Force and CIA, of course,exercised complete control over the "Alien Secret." In fact, the CIA was formed by a Presidential Executive Order, it's said. First as the Cetral Intelligence Group whose express purpose it was to handle the "alien presence", subsequently, the The National Security Act (NSA) was established to oversee the intelligence community, especially the alien endeavor. More actions followed after this.
The living alien that had been recovered from the 1949 Roswell crash was named EBE. He became very ill and died in 1952.In those days President Truman created the NSA National Security Agency. It's purpose was to decipher the alien's communications and language and to establish a dialogue with them.And to contain the secret of the alien presence from the public at large.
Truman's successor Eisenhower took it on him to beat the alien problem.To do that he called in an old friend Nelson Rockefeller.Together they began planning the secret structure of alien task supervision which would become a reality within a year.
In 1953 astronomers discovered large objects in space.Later evidence proved that the objects could only be spaceships. Project SIGMA and PLATO, a new project utilizing computer binary language in radio telecommunications, were able to arrange a landing that resulted in face to face contact with alien beings from another planet. After this followed more contacts and treaties with aliens from different races.
